Fanart Commissions?

So,

Fanart commissions, drawing characters from a published series for some monetary gain.

Ok because credit is given/its an amateur (meaning non-professionally, not undermining anyone)market or copyright infringement?

I've always wondered about fanart commissions... I don't know. There's always some kind of dispute over them like at Anime Iowa, one of a few cons that doesn't allow fanart prints or commissions in their Artist Alley.

I've always just been more comfortable with OC commissions but thinking about opening up to fanart as well but...
